Mystery item...

This was tucked inside a box with old buckles and costume jewellery. Can anyone tell me what it is?



The little cogs at the end turn individually.

 Help!!!

    Without having any idea at all it does look like some kind of a key. But to open or turn what I can't imagine. Look forward to learning what it really is. Ann x
